I spent 8 years in public safety and 12 plus years in public sector leadership. Long enough to see the same organizational failures repeat themselves across agencies of every size and structure.

What I kept seeing wasn't a lack of effort or capability. It was a gap between what leadership intended and what the organization actually delivered. Chiefs would set direction and culture would resist. Agencies would invest in recruitment and wonder why the right candidates weren't applying. Officers would leave and nobody could explain why, at least not honestly. The diagnosis was always incomplete because the people closest to the problem had stopped being able to see it clearly.
